2. The three decisions that marked the summit
Beyond speeches and promises, concrete decisions were made at the Paris summit that will define the future of AI globally.
(A) Europe backtracks: Withdrawal of the AI Liability Directive
In a move that generated both applause and criticism, the European Commission announced the withdrawal of the AI Liability Directive.
This regulation was intended to establish clear rules about who is responsible when an AI causes harm, but its removal was justified with three key arguments:
1️⃣ Avoid barriers to innovation : Large European technology companies pushed to eliminate regulations that would make them less competitive against the US and China.
2️⃣ Reduce bureaucracy : It was argued that the AI Act already establishes sufficient controls over high-risk AI.
3️⃣ Decentralization of responsibility : Instead of a single standard for the EU, each country will be able to define its own legal framework.

🔹 Legal fragmentation in the EU : Now, companies will have to navigate between different national regulations.
🔹 Insecurity for citizens : Victims of poorly designed AI may not have clear mechanisms to claim compensation.
🔹 Benefit for big technology companies : Without a unified directive, multinationals will operate in countries with laxer regulations.
The decision shows that Europe is no longer sure of its strict regulation strategy. The fear of falling behind the US and China has outweighed the legal protection of citizens.
