It is the first time that a Latin American country enters the circle of a binding international treaty on artificial intelligence. And if the European experience demonstrates anything, it is that digital regulation will be a decisive element in the configuration of global power.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The question, then, is not whether the signature is important \u2013 it is \u2013 but how Uruguay can transform it into a strategic opportunity for itself, for its companies and, by extension, for the entire Latin American region.<\/span><\/p>\n<p><b>Uruguay versus Europe: reputation without discussion<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Uruguay arrives on this stage with attributes that cannot be improvised:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Since 2012 it has the <\/span><b>compliance with RGPD<\/b><span style=\"font-weight: 400;\">, which gives it European recognition in terms of data protection.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">occupies the <\/span><b>first place in Latin America in Rule of Law<\/b><span style=\"font-weight: 400;\">, according to the <\/span><i><span style=\"font-weight: 400;\">World Justice Project<\/span><\/i><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Enjoy <\/span><b>political stability and legal security<\/b><span style=\"font-weight: 400;\"> in a region marked by volatility.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">That is the firm ground on which the signature in Strasbourg is projected. Uruguay is not, nor does it need to be, the technological power of the region. Its differential value lies in the <\/span><b>institutional and regulatory trust<\/b><span style=\"font-weight: 400;\">. And that trust is exactly what Europe looks for in its strategic partners.<\/span><\/p>\n<p><b>The AI Act: the extraterritorial key<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The European Union has approved an artificial intelligence regulation\u2014the <\/span><b>AI Act<\/b><span style=\"font-weight: 400;\">\u2014 that not only regulates within its borders. Its scope is extraterritorial: it obliges any provider or user whose AI systems are marketed or have an effect on the European market.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This means that <\/span><b>Uruguayan companies<\/b><span style=\"font-weight: 400;\"> Those who sell services or products to Europe will fall under the umbrella of AI Act, even if their country is not part of the EU. And it also means that <\/span><b>European companies<\/b><span style=\"font-weight: 400;\"> They can use Uruguay as a safe platform to project themselves towards Latin America, knowing that they operate in an environment aligned with their regulatory standards.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is worth emphasizing that we are not talking about equivalent instruments: the Council of Europe treaty is a <\/span><b>international framework of principles<\/b><span style=\"font-weight: 400;\"> \u2014open to non-European countries, such as Uruguay\u2014, while the AI Act is a <\/span><b>EU internal standard<\/b><span style=\"font-weight: 400;\"> with mandatory force and extraterritorial effects. The connection is clear: Uruguay aligns itself politically with Europe through the treaty, but its companies will have to comply in practice with the AI Act if they want to access the European market.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hence the relevance of the signed treaty: Uruguay becomes a <\/span><b>trusted atlantic node<\/b><span style=\"font-weight: 400;\">, a country small in scale, but large in regulatory legitimacy.<\/span><\/p>\n<p><b>Opportunity and limits<\/b><\/p>\n<p><span style=\"font-weight: 400;\">It is not advisable to idealize. Uruguay has undeniable legal strengths, but it still lacks a technological innovation ecosystem comparable to that of Brazil, Mexico or Chile.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The key is to assume its natural role: not as a hard technology transfer hub, but as <\/span><b>corporate and regulatory hub<\/b><span style=\"font-weight: 400;\">. A place where companies can set up, sign contracts, structure operations and guarantee compliance with international standards without problems.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Becoming that trusted center requires three steps:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ratify the treaty in Parliament.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Accelerate the implementation of the <\/span><b>National AI Strategy 2024\u20132030<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Strengthen institutional and training capacities to accompany companies and investors.<\/span><\/li>\n<\/ol>\n<p><b>The role of META Channel Corporation: from political gesture to practical action<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Europe needs stable partners in Latin America.
